What type of duck has acotton ball fuzz stuck to his head?

Blonde duck on my lake has a fuzzy bonnet on it's head and it runs with the mallards. It's the weirdest thing I've ever seen. He commands attention and when he quacks all the ducks come to him and don't make a move until he does. I can't find a picture of any such duck, but I took a picture just so people don't think I'm seeing things.
